Responsibilities

To maintain, repair, and operate the Red Rock Hydroelectric Plant (RRHP) to sustain its highest level of operating status and availability; and perform various activities such as planning, contract administration, regulatory compliance, reporting, purchasing, documentation, and related duties for the plant by performing the following duties.

Other duties may be assigned.

1.Assists in the management and oversight of the RRHP to ensure MRES goals and metrics are achieved.

2. Directs and implements MRES administrative and Generation Department policies, procedures and programs at the RRHP.

3. Responsible for personnel safety at RRHP; implements safety policies and procedures, insures personnel are receiving the OSHA required training, and insures personnel are implementing safe work practices at RRHP; to include, but not limited to, Responsible for observing, enforcing and working in accordance with MRES approved safety practices and procedures; and stopping work or correction of unsafe conditions stemming from onsite contractor activities.

4. Functions as control room and plant operator; starting and stopping units and associated auxiliary systems and equipment, and coordinates unit discharge rates with the U.S. Army Corps of Engineers Water Control Department and the MRES Energy Schedulers; including, but not limited to,  taking and reporting readings of various plant equipment and systems, monitors, acknowledges and responds to alarms and faults from the plant control system and takes the appropriate actions to clear the alarms and faults.

5. Plans, evaluates, directs and performs the testing, troubleshooting, repair and maintenance associated with the mechanical and electrical systems and equipment, and facilities.  This includes coordination with external entities such as MISO and FERC, as well as internal groups.

6. Design, planning, installation and contract administration of equipment modification and improvements.

7. Plans, directs and performs the maintenance for all buildings, structures and grounds.

8. Directs and purchases supplies and materials, receipt, inspection and documentation of supplies and materials utilizing the Asset Management System.

9. Maintains the Enterprise Asset Management System.

10. Creates work orders and maintains preventive maintenance documentation.

11. Interface with and is responsible for development and implementation of procedures, and retention of necessary documentation to ensure compliance with FERC, NERC, IDNR and USACE requirements.

12. Directs and performs the upkeep and maintenance of plant spare parts, consumable items, and documentation necessary for keeping thorough inventory records.

13. Assists in developing contracts, coordinates, plans, and oversees projects; to include, but not limited to managing outside contractors.

14. Develops, evaluates and implementation of operational control and monitoring procedures and programs to ensure longevity and reliable units, and compliance with the FERC license and Operating Memorandum of Agreement with the US Army Corp of Engineers.

15. Interfaces with outside civil authorities and maintains good public relations with local residents, business and other utility personnel.

16. Supplements other MRES generation assets staff workload as directed.

17. Assists in developing, executing, and tracking departmental budget.

18. Creates and maintains permanent documentation of projects, data, and software related to this position, including but not limited to, drawings, manuals, instructions, etc.

19. Keeps abreast of relevant professional, industry, and inter‑utility developments as it applies to the position.

20. Participates in continuous improvement, strategic planning and succession planning initiatives.

21. Responds to on-call situations in accordance with the plant’s on-call policy on a rotational basis.

Education and/or Experience

Associate’s degree or equivalent from two-year college or technical training or military experience/training related to the essential duties and a minimum of ten years related experience, to include a minimum of five years of supervisory experience; or equivalent combination of education and experience.

 Reading Skills

Ability to proficiently read and comprehend technical documents, specifications, and drawings; understanding of process and control drawings, electrical one-line diagrams, and relay and metering one-line diagrams.

 Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

People Skills

Ability to develop relationships with people holding differing viewpoints and to identify, understand, and resolve conflicts.

 Computer Skills

To perform this job successfully, an individual should have knowledge of Database software; Word Processing software; Spreadsheet software; Inventory software; Work Order processing systems and Project Management software.

Certificates, Licenses, Registrations

Must possess and maintain a valid driver’s license.  Must be certified in CPR & First Aid. Must possess a forklift operator certification or ability to obtain within 3 months from date of hire.
