Responsibilities

Plans, develops, and performs cost-of-service research and studies, financial analysis, rate studies, and rate design and unbundling by performing the following duties.

Other duties may be assigned.

Rate Analyst I
1.    Collects and maintains utility retail rate and cost-of-service data.
2.    Develops and performs utility specific retail cost-of-service research and studies, including cost unbundling.
3.    Performs utility specific retail rate studies and analysis, including retail rate design and unbundling.
4.    Develops and performs utility specific financial and billing analysis and retail rate designs for consideration by utility representatives.
5.    Develops and writes the draft and final rate study reports that include all rate study recommendations.
6.    Performs and provides related member services as required.
7.    Monitors and analyzes the retail rates and services of other energy providers.
8.    Maintains and updates databases of member and other utilities’ financial and billing information.
9.    Represents MRES on industry, development, project committees, task forces, and conferences as assigned.
10.    Creates and maintains documentation related to this position.
11.    Keeps abreast of relevant profession, industry, and inter utility developments.
12.    Ability to travel up to 10% of the employee’s work schedule with occasional overnight stays.

Rate Analyst II 
Includes all Rate Analyst I duties with the addition of the following duties: 
1.    Plans retail rate and cost-of-service studies and analysis, financial and billing analysis, and rate study reports. 
2.    Communicates effectively with the utility and leads the required meetings to complete the rate studies. 
3.    Plans, develops, prepares, and presents the results of the rate study recommendations to the governing board.

Education and/or Experience 
Rate Analyst I

Bachelor's degree from four-year college or university in accounting, business, economics, finance, engineering or other related field.

Rate Analyst II
Bachelor's degree from four-year college or university in accounting, business, economics, finance, engineering or other related field and three years related experience and/or training; or equivalent combination of education and experience.

Reasoning Ability 
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills 
To perform this job successfully, an individual should have knowledge of Microsoft Suite including Word, Excel, and PowerPoint.
